In this world-building scenario, the second house time cops are time cops formed by the nations that went to space. The American Second House, German Second House and Hispanic Second House for example are the first Earth colonies in space for those groupings. The second house time cops perform time policing duties for the Earth nations that contribute to their formation whereas the Earth versions are just secret service. They also perform time policing duties for their own nation. They may easily get involved with gene edit cases and may often help Vanellopes.
Because of severe damage to the timeline by the reckless behavior of descendants avoiding the consequences of gene edits that they made to their ancestors, there are major problems with sequences such as the first wave of space colonization. This leads to the formation eventually of sequence time cops who come in from the deep future to help moderate the sequences to help maintain the space colonization effort. They may also be greatly involved with Vanellope cases.
The second house time cops would get created for the same reason the secret service on Earth would get created.
The sequence time cops would get created out of the battle between the single timeline authority and the multiverse authority and the drama around the gene edit environment. In this world-building scenario, the multiverse remains unproven and there has been significant, extreme stress on the single timeline and yet there is no multiverse. The gene edit environment also has many people who attempt to use the multiverse to dodge responsibility for gene edits gone wrong, and every single time the multiverse idea just gets them into more trouble as they just create the problem they are trying to fix, making a hideous mess of the timeline and ruining countless lives and things like childbirth and sequences like the space colonization sequence.
In this world-building scenario, people tend to use multiverse theory for the following reasons:
- To dodge responsibility for past mistakes in the timeline such as gene edits gone wrong
- To mislead people about history and events of past court cases and create uncertainty about the circumstances involved
- To practice Satanism and similar religions who want to redo the timeline
- To replace individuals in the past for money, power and favors
- To get people into trouble for messing with the timeline
- To prevent people from the past from figuring out things that may happen in the future
