In this worldbuilding exercise, there is a powerful entity in the 22nd Century that hates gene edits with a passion. There is also a 23rd Century power that is actually weaker than the 22nd Century power that also believes in gene edits, and has been making gene edits to the early 21st Century. Essentially, to make lots of money they have been impairing people from the early 21st Century without the knowledge of the 23rd Century so that they can get people in their country in the 23rd Century to make gene edits to people in the early 21st Century to fix the damage. This causes their public in the 23rd Century to get sick genomes and childbirth that does not carry all the way to their time zone. The 22nd Century and the 23rd Century powers observe each other via the gene edit point in the early 21st Century.
For some reason, the 23rd Century power looks very weird and sick performing the gene edits to the early 21st Century and the 22nd Century power observes this. The 22nd Century gets angry and attacks the 23rd Century power but in the 23rd Century, but observes what is happening via the gene edit point in the 21st Century. Apparently the 23rd Century power may have looked sick in the first place because of the 22nd Century attacking it because it looked sick and evil. The 23rd Century power looks sicker and sicker and more evil which makes the 22nd Century power more and more vicious, and this is all observed via the gene edit point in the 21st Century.
This apparently creates a sequence time loop or a time hurricane that whirls around from the early 21st Century to the 23rd Century and back that starts disrupting all the important sequences that lead to the events in that sector such as the space colonization movement, the sequences that lead to the discovery of time travel and the sequences that avoid nuclear war and human extinction. These sequences start jumping around and moving around. And this is all because people from the 23rd Century thought time travelling gene edits were a good idea. This is also why deep future time cops are on the scene but the sequence that started them is also affected. It is the most dangerous time effect. It resolves itself like water going down a drain in a whirlpool in a bath however. It is not observable at all, but it disrupts all the important sequences that lead to important events in that sector.
